Finance and Admin Officer (FAO): Mental Health

Project: Community-Based Mental Health Services for Children and Young People in Marginalised Communities.

Salary range: BDT 40,000 Gross per month (Commensurate with qualifications and experience) with others admissible benefit such as PF, Gratuity, Hospitalization Insurance, etc. as per organizations policies.
Location: Dhaka, Bangladesh.  The role will also involve significant travel within Bangladesh (up to 40% of the role).
Reports to: Head of Finance and Operation
Contract: Annual renewable as per project term

ADD International has been working in Bangladesh since 1995. ADD is committed to work with persons with disability (PWD) to establish their rights and dignity by raising their voices as members of Disabled People Organizations at the grassroots level. ADD also works to implement the global and national policy instruments related to disability and development and mainstream PWD in all aspects of social, economic and political life. ADD International Bangladesh’s five year Country Strategy envisions a world where all persons with disabilities are free from discrimination and oppression, enjoying equality within an inclusive society. ADD International Bangladesh Program currently operates in North, South, Coastal, and Central geographical locations. ADD works with Disabled Peoples Organization (DPOs) to strengthen their individual and organizational capacities to participate more in the disability movement and their institutional sustainability. ADD in Bangladesh is a member of several networks and alliances with I/NGOs and Civil Society. Currently ADD International Bangladesh is implementing several projects with the potential to expand its engagement with PWD and their networks. The major program thematic areas ADD concentrates are: Economic Empowerment and Wellbeing; Social Political and Civic Rights of the Persons with Disability; Mental Health; Prevention of Gender based violence against Women and Girls; Disability Inclusive Disaster Risk reduction. All projects of ADD Bangladesh are implemented through DPOs, DPO Networks and partner NGOs. 

ABOUT THE PROJECT:

The project: Community-Based Mental Health (MH) Services for Children and Young People in Marginalised Communities Project’s goal is to develop a quality and inclusive community-based MH support system to improve the MH and wellbeing of underserved children and young people with mental health (CYMH), particularly girls and young women and those with multiple-disabilities, in Bangladesh. The project will do this by targeting systemic and attitudinal change, family/community engagement and service provider capacity.

The project will address key gaps in minimum healthcare services for CYMH, improving access to MH support and services and to their social and economic rights with support from their family and communities, with more dignity and reduced stigma and discrimination, leading to a better and healthier live. The project will be implemented in Dhaka, Bagerhat and Jashore districts in partnership with DPOs, NGOs and Research Institutions.

ABOUT The Finance and Admin Officer (FAO) position.

With strong focus on ADD’s strategic programme and organizational needs, the job holder will be responsible for managing all accounting and financial affairs at district level of a designated project. Review budget with monitoring procedures and manage expenses within approved budget. Ensure proper record keeping and maintain all the compliances from NGO AB and donor agencies. Ensure vendor payment and staff payment including salary and other benefits at local field level, deduction of Tax and VAT from vendor and staff and deposit as per NGO AB/Government rules. Ensure the value for money (Economy, efficiency, effectiveness and equity) and ensure effective and efficient utilization of the funds authorized for the purpose. To manage overall financial management in the respective field offices. Guarantee proper maintenance of financial records of income, expenditure, assets & liabilities of the project.

The postholder will have a strong background in project management as well as experience of working with persons with disability especially with psychosocial disability with a human rights approach. See outline of essential criteria below.

Key areas of responsibility.

  • Manage and ensure all accounting and financial affairs of the designated project, ensure proper record keeping/ accounting and verify of the project operations;
  • Provide technical support on Financial management and accounting system to project partners and facilitate to improve the Financial compliance.
  • Provide logistic support to the programmatic activities of any kind event management as per project plan.
  • Assist FAO in reviewing the progress activities and perform field visit for cross checking the financial reports and programmatic records and observe operation. Review the Procurement activities and compare reported expenses with budget.
  • Assist in preparing bills/vouchers, books of account and ensure approval from proper authority.
  • Ensure that Organization's policies are strictly followed and safeguard the official assets.
  • Take necessary measure for explanation of significant variance.
  • Maintain professional relationship with concerned agencies like different types of vendors.
  • Participate in staff meeting, Training, Workshop and Day observation. Arranging control concise procedures.
  • Experience to prepare of NGOAB documents such as FD6/ FD7/ FC1, FD4 audit report and keep liaison with NGOAB
  • Regular visit to partners and in various field locations in Dhaka and outside Dhaka on a regular basis
  • Support Project Manager of Mental Health project in budget analysis, variance reporting, financial reporting on periodic basis  
  • Preforming general office duties and administrative tasks; to ensure financial documents to face internal and external audits for the program/ projects;
  • Assist to maintain office filing and storage systems, verify appropriateness of documents (bills and vouchers) and required supporting documents;
  • Ensure procurement is in line with ADD and donor regulations and manage logistics related to vehicles and staff travel;
  • Assist Head of Finance and Operations with both the internal and external audit process as required.
  • Type various documents, reports, ensure office equipment is properly maintained and serviced;
  • Provide support to project implementation at field office level and contribute to identification of risks and needs in the context of the program implementation
  • Assist the project team in monitoring implementation progress of partners against the milestones;
  • Carry out the procurement and quality control of goods and services from consultants and suppliers;

Person specification

Essential:

  • Master’s Degree in Accounting or Financefrom a recognized University;
  • Minimum three years’ experience with focus in financial management and accounting in an NGO, preferably INGO;
  • Knowledge of current relevant taxation laws, NGO Bureau rules and partner management;
  • Demonstrate excellent interpersonal skills and ability to work well as a part of a team and to interact professionally with culturally and linguistically diverse staff, program, and participants both in the office and outside;
  • Advance computer skills including working with Microsoft Excel, Word, Outlook and accounting software etc.
  • This position has substantial field visit and contact with children and other adult from marginalized communities and therefore, strong safeguard policy adherence is essential.

Desirable:

  • Have knowledge and a clear understanding on human rights and the rights of persons with disability along with national and international legal instruments on disability rights and national mental health policy.
  • Outstanding oral and written communication skills including fluency in Bengali and English.
  • Ability to travel domestically.
  • Practice participatory management and respect to diversity.
