Programme Development & Quality Manager

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

POSITION PROFILE

The Danish Refugee Council (DRC) is a leading international, non-profit, non-governmental organization with headquarters in Denmark, providing relief, protection and resettlement services to refugees and displaced persons worldwide. DRC has been registered in Bangladesh since 2013 but following the Rohingya influx in 2017, launched an integrated programme of support to the government which currently covers site management and development, shelter, infrastructure, livelihoods and protection.  

The PDQ Manager is overall responsible for Fundraising Strategies, Donor Engagement, Programme Development, Grants Management, Monitoring, Evaluation, Accountability and Learning, and Information Management within the PDQ department. PDQ Manager is also responsible for building capacity of PDQ teams, internal and external coordination as required.

DUTIES & RESPONSIBILITIES

Fund Raising, Grant Management, Proposals and Reporting

  • Develop and update fundraising strategy for DRC in Bangladesh, including donor mapping exercise and donor engagement plan.
  • Identify new funding opportunities, develop summaries of funding opportunities and coordinate Go/No Go decisions together with programme teams.
  • Coordinate programme development initiatives and develop proposals as required.
  • Develop and maintain overview of all grants, donor requirements, rules and regulations, systems and processes to support implementing teams to ensure full compliance.
  • Act as the focal point for donor communication and donor relations, collecting and sharing programme/grant-related data.
  • Review and provide support in the negotiation of project agreements and memoranda of understandings etc in collaboration with the Risk and Compliance Specialist.
  • Support external donor audits and donor monitoring visits.
  • Manage official communications with donors such as delivery of reports, responding to requests for information, grant adjustments, proposal submissions, operational advocacy approaches.
  • Plan and coordinate the development of high-quality reports and project proposals, including narratives, budgets, budget narratives, work plans, staffing lists, and other required annexes in coordination with programme team.
  • Support induction and capacity-building of teams to ensure full understanding of grants processes, PCM and updates on donor rules and regulations.
  • Maintain and update DRC’s online system related to grants (Sharepoint and Dynamics).
  • Ensure learning from donor grants is captured, consolidated and disseminated, contributing to knowledge building in Bangladesh and globally to influence policies and programme planning.
  • Support in Grants kick off and closing.

Management

  • Risk manage external reputation of DRC BGD by ensuring quality, relevant communications at all times.
  • Provide regular updates on grant delivery, gaps, risks and issues to SMT; attend relevant SMT meetings as required.
  • Manage a team of approximate five staff, including performance management and overseeing staffing budget lines.

Monitoring, Evaluation, Accountability & Learning (including Information Management System)

  • Develop MEAL/IM strategies and operational plan for the MEAL department.
  • Support MEAL and IM team by carrying out quality checks on data collection tools and methodologies.
  • Coordinate MEAL and IM programme reporting tools and ensure alignment with donor requirement.
  • Perform capacity building of MEAL and IM staff as appropriate to ensure high quality data collection and data analysis.
  • Carry out data quality checks and data validation of IPTTs and process and outcome monitoring datasets.
  • Review and finalize reports and data analysis prepared by MEAL officers.
  • Ensure AGDM markers are adhered to as per DRC standards.
  • Support the programme team in evidence generation as appropriate for programme development and advocacy purposes.
  • Manage consultant for external evaluations.
  • Set up a knowledge management system, collating lessons learnt from programme implementation in collaboration with managers and/or coordinators.
  • Strengthen the accountability framework and complaints, feedback, and response mechanisms (CFRMs) in DRC programming and ensure its operation and roll-out.
  • Work closely with the Protection and Advocacy Coordinator to revise and strengthen tools and procedures related to the Protection Information Management (PIM) and ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, reporting, planning, evaluation, and advocacy.

Team Management

  • Manage team performance by setting goals, carrying out formal review in the system and providing feedback as needed.
  • Promote harmonized ways of working across department by aligning work processes, reporting formats and organizing regular inter departmental team meetings.
  • Provide support to the team and carry out capacity building as required.

SKILLS AND EXPERIENCES

  • At least 5 years of relevant experience in the humanitarian sector.
  • Proven experience in grants management, programme quality, business development and fundraising in humanitarian settings.
  • Experience working with UNHCR, IOM, ECHO, GAC, PRM, European Union, bilateral donors is an added advantage.
  • Excellent knowledge of donor rules, regulations and compliance.
  • Experience developing Logical Frameworks, MEAL frameworks, MEAL plans, information management system.
  • Demonstrated ability to prioritise large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment.
  • Proven ability to manage stakeholders with strong communication, coordination, influencing and interpersonal skills.
  • Demonstrated ability in thinking creatively and practically to improve the quality of projects.
  • Analytical and critical thinking with the ability to work operationally without losing sight of the strategic goal.
  • Strong project management, planning skills and data analysis.
  • Ability to lead and work within a multi-cultural/diverse team.
  • Commitment to humanitarian principles and DRC values.

EDUCATIONAL QUALIFICATIONS

  • Degree in relevant subject e.g. Social Sciences, International Development, or equivalent work experience.

LANGUAGES  

  • English (Fluent in writing and speaking).
