The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shaping a future worth living around the world.

As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.

GIZ Bangladesh is currently seeking applications for its “Sustainability in the Textile and Leather Sector, STILE” project for the position Junior Advisor/ Advisor- Economic Cooperation and Privat Sector Development”.

A. Responsibilities

The position holder is responsible for:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all task when implementing GIZ rules and regulation
  • Advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problem and suggest appropriate solution

In this context, the position holder fulfils the following tasks:

B. Tasks (Main Job Role)

  • Supporting and implementing project activities to improve compliance in textile and garment sector with a special focus on social and environmental standards in accordance with the 'Green Button' requirements
  • Assisting the Project Manager and Component Leader in providing professional advisory services to the textile and leather associations as well as individual factories to improve compliance with social and environmental standards (e.g. Labour law, Fire, Electrical and Building Safety, OSH Management Systems, ILO Core Labour Standards along with GOTS and OEKO-TEX Standards)
  • Supporting to coordinate and organise capacity development training, workshop and advisory measures for different target groups such as associations in the textile and leather sectors as well as individual factories in cooperation with a pool of national experts or service providers
  • Providing technical advisory and management support to improve the sustainability in the supply chain in close coordination with relevant actors (e.g. private sector, associations, NGOs, etc.)
  • Assisting supervisor on all tasks when implementing GIZ rules and regulation

C. Other Tasks (Specific for Job Role)

  • Supporting the implementation of project activities under Green Button Qualification Programme – GOTS and Made in Green by OEKO-TEX of STILE to develop factories for qualifying internationally recognised certifications process in accordance with the ‘Green Button’
  • Supporting to monitor and supervise the activities of the national consultants under the Green Button Qualification Programme – GOTS and Made in Green by OEKO-TEX to improve compliance at the factory level and providing technical guidelines to the consultants as required
  • Supporting other activities of the project with the industry associations (e.g. BGMEA, BKMEA, LFMEAB) to improve compliance with social and environmental standards in their member factories
  • Maintaining liaison with broad range of partners and stakeholders, including the associations in the textile and leather sector as well as individual factories
  • Sourcing of potential textile and RMG factories in Green Buttion Qualification Programme
  • Supporting the Project Manager and Component Leader with reporting, knowledge management and other relevant activities as and when required

D. Required qualifications, competences and experience

Qualifications

  • Bachelor’s degree in related field
  • Specialisation degree/ diploma in a certain field (i.e.: Completed Lead Auditor course on ISO 14001:2015 EMS or ISO 45001:2018 or OHSAS 18001:2007 OHSMS or SA8000 or WRAP, etc.)

Professional experience

  • At least 3 years of relevant working experience
  • Professional experience in development organization, textile and garment sector

Other knowledge, additional competences

  • Ability to work well under pressure and must be a strong team player
  • Must have good interpersonal and communication skills
  • Very good working knowledge of ITC technologies
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Fluency in English is essential
  • Ability to work in an intercultural environment
