What Kind of Discipline Evaluation Is Needed for the “Double World-Class” Construction ——Reflection Based on the Meta-evaluation of Discipline EvaluationChinese Full Text

Abstract: The present discipline evaluation in China mainly consists of the competitive evaluation and the assessment of accountability dominated by the government. While the evaluation promotes the "Double World-Class" Construction, it also exerts negative influence such as assessment leading discipline constructions and "heated" competition in discipline ranking, leading to the "tournament effect" and "ceiling effect" in discipline construction. The reason is that the aim of discipline evaluation is lost and the aim and means are inverted. It is necessary for the discipline evaluation to return to its purpose of promoting the construction and development of disciplines and establish an evaluation principle of "promoting construction with evaluation, combining evaluation with construction, and emphasizing construction rather than evaluation". Especially, it should guide and encourage colleges and universities to carry out the "Double World-Class" construction through reform and innovation.
