How can cities adapt to changing circumstances and be resilient? What policies and approaches can cities apply and how can they finance these? And how can cities use data and technology to enhance resilience?

This course aims to increase the capacity of local authorities, city planners and other stakeholders to practice good urban governance and develop inclusive, sustainable and smart strategies for enhancing cities’ resilience.

In this practice-oriented programme, you will come together with practitioners from all parts of the world and from different types of organisations to share experiences and discuss international practices and case studies. We will balance theoretical debates with practical tools and study visits. 

You will visit different Dutch institutions, including the Dutch Ministry of Infrastructure and Water, the Province of South Holland and the Municipality of The Hague, where you will gain practical knowledge on how different government levels are involved in planning for resilience in the Netherlands. You will also visit various private sector initiatives such as Amsterdam Urban Ecosystem, Smart City Amsterdam, and the Rotterdam Global Center on Adaptation, to learn about the crucial role of private-public partnerships (PPP) in planning for smart and resilient cities.
Experts contributing to this course include:

Bob Hendriks, a senior expert in inclusive and sustainable urban development. He has twenty-five years of international experience working with governments and civil society, mainly in sub-Saharan Africa. His areas of expertise include urban planning, informal settlements improvement and resilient cities. 

Sara Hoeflich de Duque, an expert in international cooperation, urban development and strategic planning. She is in charge of the portfolio on decentralised cooperation and city-to-city learning at United Cities and Local Governments (UCLG). 

Forbes Davidson, an expert in urban planning, management and policymaking. He has broad experience in capacity development for sustainable cities in several countries around the world, including Egypt, Ghana, Palestinian Territories, Mongolia and Vietnam. His areas of focus include citizen participation, poverty reduction and resilience.
